FSSAI RETAIL & WHOLESALE STATES LICENSE
For a retailer, an FSSAI State License is required if your annual turnover is more than ₹12 lakhs but does not exceed ₹20 crores. This license is issued by the respective State Government and is mandatory for all medium-sized food businesses that operate within a single state.
Eligibility for retailers
A retailer is a food business operator (FBO) who buys food products from a manufacturer or wholesaler and sells them directly to the end consumer. You will need a State License if your retail food business meets the following criteria:
Required documents
Retailers must submit several documents along with Form B on the Food Safety Compliance System (FoSCoS) portal.
General documents for all FBOs:
Photo identity proof of the FBO, such as an Aadhaar card, PAN card, or voter ID.
Proof of business premises possession, such as a rental agreement or utility bill.
Business constitution certificate, such as a Partnership Deed for a firm or a Certificate of Incorporation for a company.
List of food products handled.
Passport-size photograph of the concerned person.
FSSAI Declaration Form.
Food Safety Management System (FSMS) plan, if any.
Specific documents for retailers:
Form B: A duly completed and signed application form.
One government registration certificate such as a Shop and Establishment Registration or Trade License.
Proof of turnover.
How to apply for a State License
Visit the FoSCoS portal: Go to the official Food Safety and Compliance System website (foscos.fssai.gov.in).
Register as a user: If you are a new user, sign up by providing your name, email, and mobile number.
Choose the application type: After logging in, select "Apply for New License/Registration" and choose "State License" based on your turnover.
Fill out Form B: Complete the online application form with all the required business and product details.
